Case Study: Turnkey Bottled Drinking Water Production Line in Lima, Peru

Across South America, demand for safe, affordable bottled drinking water continues to climb as urban populations grow and consumers become more health-conscious. Peru is a particularly dynamic market, with strong retail demand in Lima and rising consumption in provincial cities. When an established beverage distributor in Lima decided to move from reselling water to producing their own branded product, they engaged us to design and deliver a complete turnkey bottled water line — covering water treatment, PET bottle production, filling and full packaging from a single, integrated system.

The result was a plant that gave the client full control over quality and cost, while positioning their new brand to compete directly with established national labels. This case highlights how a properly engineered turnkey line lets a distributor become a manufacturer without the steep learning curve that usually accompanies such a transition.

Project Background

The client had a solid distribution network but no production capability, meaning their margins were squeezed by buying finished water from third-party bottlers. They wanted to produce multiple bottle formats — 350ml, 600ml and 1.5L — to serve convenience stores, restaurants and household retail. Their key requirements were consistent water quality regardless of source fluctuations, low per-bottle production cost, and equipment their local team could operate reliably after training.

Lima’s municipal water quality varies, so the treatment stage had to be robust enough to deliver a stable, great-tasting product year-round. Logistics cost was another concern: shipping empty PET bottles is expensive and space-inefficient, so on-site bottle production became a central part of the design.

Line Configuration

We engineered an end-to-end process flow sized for the client’s target output of 12,000 bottles per hour:

  • Water treatment: multi-media filtration, activated carbon, water softening, two-stage reverse osmosis (RO), and UV plus ozone sterilisation for microbiological safety
  • Storage: sterile water storage tanks to buffer production and maintain hygiene
  • PET production: preform injection and blow moulding on site to produce bottles on demand and cut logistics cost
  • Filling: 3-in-1 monobloc for rinsing, filling and capping to minimise contamination risk
  • Packaging: labelling, date coding, film shrink wrapping and case/pallet handling

Challenges Solved

The first challenge was water quality consistency. We specified a two-stage RO system with automatic monitoring so the finished water met a stable TDS target regardless of incoming variation. UV and ozone sterilisation provided a double barrier against microbiological contamination, which is essential for shelf stability and consumer safety.

The second challenge was cost efficiency. By integrating on-site blow moulding, the client eliminated the high freight and warehousing cost of pre-made bottles and gained the flexibility to switch bottle formats quickly. This single decision significantly improved the plant’s per-bottle economics and payback period.

The third challenge was operability. South American plants often struggle with sourcing highly specialised technicians, so we prioritised a clean, PLC-controlled line with clear HMI screens and a structured training program, enabling the local team to run and maintain the equipment independently.

Results

Following on-site installation, commissioning and a thorough operator-training program, the plant reached rated output with stable water quality across all three bottle formats. The client transitioned from distributor to manufacturer, capturing the production margin that had previously gone to third parties. Within months they were supplying their own retail network and had begun negotiating private-label contracts for other regional brands — an option only made possible by owning the production line.

The on-site bottle production proved especially valuable, giving the client agility to respond to seasonal demand spikes and to launch a new 5L format without waiting on bottle suppliers.
